Like others have mentioned, this article provides all the context that is currently available. I'll look forward to seeing more articles on this topic on Tribeworthy to determine the validity or morality of this deal with Puerto Rico.

A very balanced report from the New York Times. I have a feeling they will be doing more investigative work into this story until they uncover any pay-to-play corruption or backroom dealings, which seem to be the case. This is a responsible and tame article from the New York Times, who I'm glad to see didn't become speculative or begin a witch hunt without first acquiring further evidence.
